We also welcome the steps being taken today to simplify the process for applying the steel tariffs to critical steel derivative products. These measures will ensure that the steel tariff program operates effectively and efficiently and will ensure the long-term durability of the Section 232 tariffs, which remain essential to address the adverse impacts of global steel excess capacity that continues to grow due to foreign subsidies and other trade-distorting practices.

“AISI thanks President Trump for his continued strong and unwavering support for the steel industry in the United States, which is essential to our nation’s national and economic security. WASHINGTON, D.C. – Kevin Dempsey, president and CEO of the American Iron and Steel Institute, provided the following statement regarding announcements this week by the Office of the U.S. Trade Representative (USTR) that it is initiating a series of Section 301 investigations on  Structural Excess Capacity and Production in Manufacturing Sectors and Failures to Take Action on Forced Labor:

“AISI applauds USTR for initiating these Section 301 investigations and for continuing to address the serious challenges posed by global structural excess capacity and unfair foreign trade practices. For years, massive government subsidies and non-market policies—particularly in countries like China —have fueled chronic overproduction of steel and other manufactured goods, distorting global markets and undermining fair competition. These practices place significant pressure on the American steel industry and the manufacturing sector — despite our continued investments in advanced technologies, sustainability and high-quality domestic production.”

“AISI also supports the administration’s efforts to address failures to take action on forced labor practices, which not only violate fundamental human rights but also further distort global markets by allowing products made under abusive conditions to undercut responsible producers. By examining both structural overcapacity and forced labor practices, these investigations represent an important step toward restoring fair, market-oriented competition. Strong enforcement of U.S. trade laws will help ensure that American steelmakers and workers can compete on a level playing field while continuing to provide the essential materials that underpin our nation’s manufacturing base, infrastructure and economic security. This is another important step by the administration towards a comprehensive policy to address the many forms of unfair trade practices that distort global trade in steel.”

WASHINGTON, D.C. – Kevin Dempsey, president and CEO of the American Iron and Steel Institute, today provided the following statement in response to President Trump’s signing of trade agreements with Malaysia and Cambodia:

“AISI commends President Trump, Ambassador Greer and the entire Trump administration trade team for securing commitments by the Government of Malaysia to join the Global Forum on Steel Excess Capacity and to take effective actions to address global excess capacity in the steel sector and its impacts. It is critical that we build a coalition of like-minded countries committed to taking action to address the global steel excess capacity crisis.

“AISI also welcomes the provisions in both the Malaysian and Cambodian trade agreements whereby the two countries agree to adopt and effectively enforce measures to combat circumvention and evasion of duties applied by the United States. These include commitments to expand cooperation and exchange of information with the United States related to antidumping and countervailing duty actions, including in particular circumvention inquiries. Enhanced cooperation with trading partners on trade enforcement, including with regard to schemes to circumvent and evade U.S. tariffs and trade remedy orders, is essential to combatting unfair trade practices in steel around the world.

“In addition, AISI welcomes Malaysia’s commitments to refrain from banning critical mineral exports to the United States, to eliminate any rare earth element export quotas to the United States, and to develop Malaysia’s rare earth and critical minerals sector in partnership with U.S. companies to ensure secure and diversified supply chains. Foreign export restrictions on critical minerals limit key inputs for steel production and can act as an unfair subsidy to foreign steel producers.

“AISI greatly appreciates the Trump administration’s continuing efforts to collaborate with trading partners to address global steel excess capacity and unfair trade in steel in order to preserve the competitiveness of the American steel industry.”

“Addressing the massive global excess capacity in steel, which is driven by foreign government industrial-targeting, subsidies and other market-distorting interventions, is one of the most critical issues facing the American steel industry today. This excess capacity is fueling a surge in Chinese steel exports that is very damaging to steel producers around the world, causing trade diversion and fueling transshipment through third-country markets.

“AISI strongly supports Ambassador Greer’s statement today before the ministerial meeting of the Global Steel Forum on Excess Capacity (GFSEC), and we echo his message that existing international trade rules have proved inadequate to discipline the policies and practices that have caused the global steel crisis. We particularly want to highlight the importance of Ambassador Greer’s call for other governments to join with the United States to take action to address more fully excess capacity in the steel sector and its impacts on steel producers and workers in many regions of the world. WASHINGTON, DC – Five organizations representing the American steel industry today wrote to President Trump to reiterate their strong support for the Section 232 steel tariffs and the program’s expanded coverage and to urge retention of the steel tariffs during ongoing bilateral negotiations on other tariffs. 

The American Iron and Steel Institute (AISI), Steel Manufacturers Association (SMA), Committee on Pipe and Tube Imports (CPTI), Specialty Steel Industry of North America (SSINA) and American Institute of Steel Construction (AISC) this morning sent a joint letter to the president applauding “bold action to increase the tariffs to 50 percent” and requesting that the administration not grant special arrangements “to foreign countries that would eliminate or reduce steel Section 232 tariff coverage” as negotiations on the administration’s proposed reciprocal tariffs continue. 

“The Section 232 steel tariffs remain critical for the American steel industry, as global steel market conditions remain challenging and industry capacity utilization remains below the 80 percent utilization goal identified in the Commerce Department’s 2018 Section 232 report,” the letter states, adding that foreign government subsidies and other unfair trade practices have led to increased overproduction of steel in foreign markets.  

“Unfortunately, rather than taking actions to address the impact of the global steel overcapacity crisis in their own markets, many of our trading partners seem focused on negotiating unwarranted exemptions to the U.S. Section 232 steel tariffs. We have seen reports of requests from many governments, including Japan, Korea, Vietnam and Indonesia, for exemptions from the Section 232 steel tariffs as part of their negotiating positions regarding the reciprocal tariffs. Given that the reciprocal tariffs and the related negotiations are intended to reduce the trade deficits the U.S. has with other countries and address the policy changes other nations need to take in order to provide greater market access for U.S. goods and services, there is no basis for negotiating away the steel tariffs as part of these reciprocal tariff negotiations,” the groups stated.

America’s steel industry remains a backbone of our national security, critical infrastructure and economic strength. Section 232 tariffs help ensure that domestic steel producers can continue to meet America’s needs — not only now, but in years to come. Here are five reasons to continue the Section 232 tariffs on steel:

Preserve National Security
A healthy domestic steel industry is vital to our national defense. Section 232 recognizes that steel is essential for military equipment, critical infrastructure and emergency response needs. Keeping these tariffs in place helps ensure that America is not reliant on foreign imports in times of national security threats and crises.

Strengthen American Jobs and Manufacturing
The American steel industry supports good paying, family-sustaining jobs across the country. By leveling the playing field for steel, as the steel tariffs help to do, hardworking American steelworkers can have the opportunity to contribute to and sustain local communities and keep manufacturing in the United States.

Address Global Steel Overcapacity
Led by China, global steel overcapacity continues to rise due to unfair trade practices. As a result, Chinese steel exports to the world have more than doubled since 2020, surging to 118 million metric tons in 2024 — more than total North American steel production. Given these challenging international conditions that show no signs of improvement, steel tariffs will help prevent new surges in imports that would injure American steel producers and their workers.

Ensure Long Term Investments
America’s domestic steel producers are investing billions of dollars in new and modernized facilities. These continued investments are only possible in a stable and competitive market.

Support Sustainability
The American steel industry is the cleanest and most energy-efficient of the leading steel industries in the world, producing steel with lower CO2 emissions intensity than the other major steel-producing countries. Maintaining a strong domestic steel industry—supported by Section 232 steel tariffs—helps ensure that the American steel industry can continue to innovate and develop modern steel facilities that enable clean energy technologies and support America’s sustainable future.

WASHINGTON, D.C. – Kevin Dempsey, president and CEO of the American Iron and Steel Institute, today welcomed the White House announcement of a framework for negotiating an Agreement on Reciprocal Trade with Indonesia, particularly as it applies to Indonesia’s commitment to remove restrictions on exports to the United States of industrial commodities, including critical minerals:

“AISI is encouraged by today’s announcement of a framework for negotiating an agreement with Indonesia to remove Indonesia’s existing export restrictions on critical minerals, such as nickel, which is critical to stainless steel production. Indonesia’s existing export ban and other restrictions on nickel, together with its close ties to Chinese steel producers that have invested in that country as a result of China’s Belt and Road Initiative, have resulted in significant distortions in the global market for nickel to the detriment of steel producers in the United States. We look forward to working with USTR to address the Indonesian nickel export restrictions and other trade-distorting policies as these negotiations move forward.”
